Move once-a-month tasks out of AGENTS.md

A 40-line “how to cut a release” or “how to run a migration” section in AGENTS.md is loaded on every turn, yet you use it maybe once a month. The other 99% of turns pay for it anyway.

Quick fix: move each rare playbook into its own skill or docs/release.md, and leave one line in AGENTS.md: “For releases, follow the release skill.” Keep always-on files for things every task needs.
